Adv. KEREN SHAHAR is the Senior Deputy Legal Adviser of the Israeli Ministry of Foreign Affairs. She specializes in strategic international law, including outer space law, cyber law, legal aspects of emerging technologies, as well as international sanctions, arms control, export control and foreign investments screening mechanisms.

Ms. Shahar gives legal advice on international space law to the Israeli Space Agency, she is a member of the ISA Steering Committee and is presently part of the team that drafts a new Israeli space law.

Ms. Shahar has previously served as the Second Vice Chair and rapporteur of the UNCOPUOS. She is part of the Specialized Panel of Arbitrators pursuant to the PCA Outer Space Rules. She is also a visiting lecturer on international space law at the International Space University (ISU) and in various Israeli universities.

Ms. Shahar is a LL.B and LL.M graduate of the Hebrew University in Jerusalem, has a M.A. in Diplomacy and Security from Tel-Aviv University (Magna Cum Laude) and is an alumna of the International Space University Executive Space Course.
